# Global Poll

Say aloud in your mind: "New Global Poll".
It will start a discussion which can be ended successfully, or canceled / re-queued.

It is without meaning, but is the basis for the effective polls.

# Effective Poll

The council members vote for a global poll to be accepted by their voting weights.

Hopefully we get the 6 rings (for the 6 continents) put with enough members and get this managed.

Alice is **not** allowed to alter the votes or cheat in an effective poll.
